This year’s pantomime of ‘Franky Panky’ is slightly different from the traditional well known pantomimes but still as much fun.  So we would like the audience to cheer & hiss at the appropriate characters during this production as your involvement spices up the show.
We have a lot of local youngsters in the cast this year as well as a varied amount of local adults, many of whom you will know, so your attendance will be warmly welcomed.
Being a small amateur group this show is put on every year for the local community & beyond, so support is really important to us as it encourages the children and teenagers to partake in a project which gives them an awful lot of confidence and self-assurance which can only benefit them as they go through life.
Come and see how Baron Victor Frankenstein is defeated.

Hello Beachwatch Volunteers,

Just under two weeks to go until Beachwatch 2011 at Sidney Cove, Praa Sands.

I hope that you can make it on Saturday 17th September and the plan is to meet at Maggie's Patch car park at 9.00 a.m.

This is the third year that the Breage Parish Council's adopted area of Praa Sands has been the subject of the annual Beachwatch MCS survey and this year we will do the usual survey of the Cove designated by the roped-off area. This will be followed by a refreshment break and after that, at about
midday, a concerted effort to pick up litter along the beach towards the Hendra end of the beach meeting up with the litter pickers from that end of the beach. On the day parking has kindly been made available to us in Maggie's Patch car park. I will ask you to display a Beachwatch poster,
which I will provide, in the window of your vehicle.

Please read the Volunteer Guidelines below and if you are experienced Beachwatchers you know all the rest. On the day we will have to register all volunteers before taking part.  You will be asked to acknowledge that you have understood the safety advice in the volunteer guide & site briefing.

1.  If not accompanied by a parent/guardian then anyone less than 18 years of age must have completed a consent form before they can attend.
2.  You need to bring some gloves that fit for handling sharp objects - the yellow mesh gardening gloves are probably best (a limited number is available).
3. Open toed sandals & flip flops should not be worn.
4. Bring a snack, drink and sun/rain protection as required.

Guidelines
All volunteers should observe the guidelines below to ensure that the valuable data collected can be used for the MCS Beachwatch Big Weekend Report.
On the day your organiser should provide you with a clipboard, a pencil and rubber, bin bags, gloves and a Volunteer Survey Sheet.
The survey - your organiser will let you know which part of the beach you are to survey and give you a full briefing of how to carry out the survey.
Every item of litter within the survey area should be picked up and put in the bin bag provided, or the 'sharps' box, and recorded on the Volunteer Survey Sheet.
It is more important that a small area of beach is surveyed well, than a large stretch done half-heartedly and, as a result, inaccurately.
Natural debris such as seaweed and driftwood MUST be left on the beach, as this provides important habitats for wildlife.
Clean areas - if, on arrival at the beach, the area you planned to survey is very clean, please survey this even if you move on to a different stretch of the same beach afterwards.
Tally count - items should be counted in fives (i.e. l l l l ). Please record the total in the right-hand column (see the Volunteer Survey Sheet).
Please be sure to fill in an actual number - words such as 'lots' or 'many' cannot be used for our data analysis.
Litter identification - you may have a problem identifying every piece of litter you find. Ask the beach clean organiser for their opinion or refer to our beach litter ID guide - your organiser should have these available.
Foreign or traceable litter - please record any litter obviously originating from abroad on the back of the Volunteer Survey Sheet. Give details of any litter items that are directly traceable to an individual or company responsible for the pollution.
Unusual items - still include these in the relevant category on the Volunteer Survey Sheet, but add any extra details on the back of the Volunteer Survey Sheet.
Stranded, entangled or dead animals - make a note of what you find, and ask the organiser for details of who to contact.
Other pollutants - note the presence of oil or tar on your Volunteer Survey Sheet, and any other pollutants. Let your organiser know what you have seen.
Volunteer Survey Sheets - please remember to write your name and the beach name at the top of each Volunteer Survey Sheet. At the end of the survey give all Volunteer Survey Sheets to your organiser, who will then complete the Survey Summary Form and return the data to MCS for analysis.

 


Cornwall residents urged to register now to vote in 2012

Cornwall Council is encouraging local people to register now to make sure they can vote in 2012. Police Commissioner Elections are expected to take place in 2012 and local by-elections could also occur at short notice, so it is important to register now.

The Council is required to produce a new and accurate list of voters each year which then stays in force for the following twelve months.

Electoral registration forms were posted before the August bank holiday weekend to over 250,000 households in Cornwall to enable the new electoral register to be compiled for use in 2012.

“The new electoral register will be published on 1 December and only people who are on the register will be able to vote“ explained Denise Holwill, Cornwall’s Electoral Services Manager. “It is vital that people complete and return the form as soon as possible so their names can be included on the register and tax payers’ money can be spent most efficiently.”

The forms contain the details of all the people who are currently registered to vote at that address. If none of the details on the form have changed, the householder can either sign the form and return it in the pre paid envelope provided or register electronically by:

Further details, including the security code that householders need to quote, are given on the form. Registering electronically is not only the quickest and easiest method, but also helps the Council to save taxpayers money.

If any details on the form have changed, people should cross through the names of anyone who no longer lives at the address, amend any mistakes or add the names of anyone new who is eligible to vote. They then need to sign the form and return it – either in the pre paid envelope or by dropping it into any Council office or one stop shop.

Denise and her team hope that as many people as possible will complete and return their forms as soon as they receive them. If the Council receives a response by 22 September, this will prevent a reminder form being sent out. Any households who do not reply by then will be sent a reminder form at the beginning of October – which will cost the Council additional money.

In addition a team of over 100 canvassers will then visit any households who have still not registered between 21 October and 14 November to help people fill in their forms.

People are required by law to provide the information which is asked for in the forms“, said Denise. “While most people respond quickly, we always have a number of households who do not return their forms.

Based on last year’s response we anticipate having to send out around 80,000 reminders in October and subsequently visit around 30,000 of those homes which have not previously responded to our forms. If people look out for the forms and respond promptly then they can help to make savings which can go towards other essential services”.

Anyone who does not receive their form can telephone Cornwall Council Electoral Services to request a replacement on 0300 123 1115.


Breage Parish Council has recently co-opted three new Members:

Mrs Jan Anthony and Mrs Tanis Board, both from Praa Sands who were co-opted at the Parish Council meeting on 7 June 2011 and Mr Simon Caddick, born and bred in Breage but presently residing in Porthleven, who was co-opted at the Parish council meeting on 2 August 2011.

These co-options now give the Parish Council full membership. The new Councillors are greatly thanked for volunteering to stand as Parish Councillors and wished the very best for their terms of office.

At the Parish Council meeting on Tuesday 7 June 2011 two new members were

The Chairman thanked them for volunteering for co-option and welcomed them as members.

It is excellent news that Praa Sands now has two Councillors residing there.

These co-options leave just one vacancy on the Council.

PRAA SANDS COMMUNITY DAY

From 10am on Sunday 15th May local residents will be meeting at Praa Sands beach to take part in a Community Day organized by Community Assisted Projects.

Everyone one can join in a number of activities including beach cleaning, bouncy castle and sand sculpting, everyone is welcome to attend this fun event, local businesses will be providing refreshments.

COUNCILLORS’ RESIGNATION
There have been two resignations of Councillors that have not yet been included under latest news: Graham Higginson and, more recently, Pete Greenough.

Graham Higginson was a member of Breage Parish Council from 7 September 2004 and undertook much available training to help his strong efforts as a Planning Councillor. He held the position of Vice Chairman from May 2009 and chaired meetings when the Chairman was unable to attend because of his Cornwall Council commitments. Graham expressed to having a sad heart at resigning but felt compelled to do so. In his resignation letter he expressed his inability to continue to be a Councillor because he felt that the planning training he had undertaken and his expertise were not being utilized.

Breage Parish Council thanks Graham for his long-standing contributions to Breage Parish Council’s well-being and wishes him well in the future. The Council has noted his comment that he may consider standing for election in 2013.

Pete Greenough joined the Council on 2 June 2009 and has since volunteered for many tasks. He was the Councillor with responsibility for Affordable Housing and thanks largely to him the housing needs survey was produced for the Parish. He has dedicatedly seen the Breage Affordable Housing project through to its current culmination. He was also an Accounts Team Councillor and attentively checked monthly payments and periodic financial statements and has been extremely supportive in aiding the Clerk with budget/precept work. Pete and his wife will be moving away from the Parish and he feels that he should no longer be involved in decisions regarding the Parish.

Pete is thanked by the Council for his excellent work. Breage Parish Council wishes him and his wife, Chris much success and happiness in their venture to find a new home.

NEW GUIDE LAUNCHED TO HELP PEOPLE HOLDING STREET PARTIES
AHEAD OF ROYAL WEDDING

Cornwall Council has introduced a new guide and application form to make it as simple as possible for people to apply for permission to hold street parties.

The new procedure has been introduced in good time for anyone wishing to apply to hold a street party in celebration of the royal wedding on April 29th.

The council wishes to encourage safe and enjoyable street parties and in most circumstances there is no charge for the application.

Anyone thinking of hosting a street party in 2011 is encouraged to apply at least six weeks prior to the event so applications for royal wedding related events should submit details before mid March.

Graeme Hicks, Cornwall Council cabinet member for Transportation and Highways, said: “We have a rich history of street parties and community events in Cornwall and we want to make it as simple as possible for people to hold this type of event.

“We have taken away as much red tape as possible from the process and we hope that people and community groups will come forward and get involved in events that bring local people together.”

The majority of events, such as street parties and fetes, will be covered by a standard application for which there is no charge and no formal risk assessment is necessary. Larger events may require a temporary licence which costs £21.

CARLEEN VILLAGE PANTOMIME GROUP

Hello and a very warm welcome to you all once again, and a big thank you for taking the time to look at our annual Carleen Pantomime which this year will be ‘Ali Baba'.

This is our eighth year of presenting a village pantomime and they have always been well supported by Breage Parish Council the local community. The cast is made up of many local parishioners from the very young right through to elders in the community. I can’t emphasise enough our heart-felt thanks that go out to all individuals who give up their valuable time in a voluntary capacity to make these shows such a success, too many to mention by name but they include: Producer, Director, backstage crew, scenery painters, costume makers and many others.

A big thank you must go to the funding agencies such as the Cornwall Community Foundation administered Grass Roots scheme which has allowed us to upgrade our basic stage area and other essential improvements, without these generous funding agencies we would find it very difficult to provide the facilities to put these shows on.

Hope you can make the forthcoming performances this month and have a thoroughly enjoyable evening.

“Hold a Fish and Chip Supper to help spinal cord injured people live full and independent lives.”

Great British Fish and Chip Supper – Friday 20th May 2011

Want to do something different? Want to raise money where you live or work? Want to eat Fish and Chips, while raising money for charity? Hold a fish and chip supper on Friday 20th May 2011 whilst raising awareness of spinal cord injury and supporting SIA’s information and support services.

You can hold a fish and chip supper in your own home, at work or hold a larger supper at your local community centre.

SIA will provide a fundraising pack containing hints and tips, recipes, invitations and donation envelopes. By inviting 7 friends and asking them to donate an additional £5.00 means you will raise at least £35.00 from your supper but we will also give you additional fundraising ideas to raise even more money for SIA.

Last year we had over 100 suppers taking part in England and Wales and we raised £6,000. In 2011 we want to double that figure and ensure we can provide more support to spinal cord injured people.

The money raised from the suppers will help the Spinal Injuries Association offer support to individuals who become paralysed and their families, from the moment a spinal injury occurs, and for the rest of their lives by providing services and publications which enable and encourage paralysed people to lead independent lives.

Every year in the UK over 1,000 people experience a spinal cord injury and there are an estimated 40,000 spinal cord injured people in the UK alone.

Community Fundraising Officer, Elizabeth Wright, says, “The Fish and Chip Supper is a wonderful opportunity for a great evening with friends and family. We are also encouraging people who work to hold a Fish and Chip Lunch in their work places to raise even more funds. You may be even a local community group wanting to run a fun evening with your group.

Be a part of something special and make a real difference to help spinal cord injured people gain access to the information and support they need to enable them to live full and independent lives.”

BREAGE PARISH COUNCIL – Vacancy for 2 Parish Councillors

Breage Parish Council is seeking to co-opt 2 members to the Parish Council.  The persons co-opted must receive a majority of votes of those councillors present and voting at the meeting at which the co-option takes place. Parish Councillors are volunteers who give up their time to try and make the Parish a better place to live and work. They have a range of powers and duties over local facilities and make decisions, which affect Parishioner’s everyday lives. Councillors are not paid and have to abide by a local government code of conduct and declare a personal or prejudicial interest if they have an interest in any matter under discussion at a parish council meeting.

To appreciate what is involved in being a Parish Councillor you need to know what a Parish Council is, and what it can and cannot do. The Parish Council is nothing to do with the Church or the Diocese; nor is it a voluntary and community sector body. Your Parish Council is the local authority closest to the electorate. A Parish Council is a separate legal, corporate entity. First created by the Local Government Act of 1894 in most rural areas, the current consolidated legislation is that of 1972.

A Parish Council also provides services for the local people. These will range from recreation grounds and play areas, to cemeteries and allotments. What is provided is down to your Council. There is a list of the activities that a Parish Council has the power to provide. Like any statutory body it can only do the things for which the law or any governing document gives a power.

The Parish Council has one particular asset that is extremely valuable – it has the ability to set a Precept, (sum of money), which is collected from all residents through the Council Tax system. With the right to levy a form of taxation come some duties. In particular there is a duty to behave in an ethical manner according to a Code of Conduct (declaring interests and leaving the room when likely to be prejudiced) and a duty to have the annual accounts subjected to audit under the aegis of the Audit Commission.

Training is available and support will be found from colleagues and the Clerk to the Council.
All elected Councillors retire after a four year term, but casual vacancies may well arise in the intervening period. The next full elections will be in May 2013.

To become a Parish Councillor you will need to be 18 or over and a Commonwealth Citizen and satisfy one of the following conditions:

  • be resident within, or live within 4.8 km (3 miles) of the Parish
  • be on the electoral register with an address in the Parish of Breage
  • be employed within, or work within 4.8 km of the Parish of Breage

Certain people are disqualified from becoming Councillors. You cannot be a candidate if you:

  • work for the Parish or hold paid office under the council which has the vacancy;  or
  • are the subject of a bankruptcy restrictions order or interim order; or
  • have been sentenced to a term of imprisonment of three months or more (including a suspended sentence) without the option of a fine, in the past five years; or
  • have been disqualified under any enactment relating to corrupt or illegal practices.

You may have an issue about finding the time to undertake extra tasks; the council meets on the first Tuesday of each month for two or three hours. You may feel uncertain about the knowledge required to be a Councillor and may feel overawed by those who have done the job for, what may seem to you to be, a long time. The simple question is the key to what is going on and all good Councillors should use the key word – “Why?” on a regular basis. Why not come a meeting to observe?

Should you be interested in this vacancy you must be sure you are eligible to stand and then formally make application to the Clerk giving some personal details: former work, interests, how long you’ve been in the Parish, why you wish to be a Councillor, etc. You are welcome to do this by E-mail. This should be done by Friday 10 December 2010.

An apology to Rosie Vanderpool and Steve Crofts, owners of the Sandbar, Praa Sands.

In the draft minutes of 5 October 2010 it was incorrectly reported that the ownership of the Sandbar was changing. This was pointed out to the Clerk as being incorrect on Friday 29 October and minutes on notice boards were accordingly amended.

If indeed you had sight of the incorrect minutes you will be pleased to hear that the Sandbar remains under the ownership of Ms Vanderpool and Mr Crofts. The Parish Clerk hereby makes apology to the owners.

BREAGE PARISH COUNCIL  - Vacancy for a Parish Councillor

Breage Parish Council is seeking to co-opt a member to the Parish Council.  The person co-opted must receive a majority of votes of those councillors present and voting at the meeting at which the co-option takes place. Parish Councillors are volunteers who give up their time to try and make the Parish a better place to live and work. They have a range of powers and duties over local facilities and make decisions, which affect Parishioner’s everyday lives. Councillors are not paid and have to abide by a local government code of conduct and declare a personal or prejudicial interest if they have an interest in any matter under discussion at a parish council meeting.

To appreciate what is involved in being a Parish Councillor you need to know what a Parish Council is, and what it can and cannot do. The Parish Council is nothing to do with the Church or the Diocese; nor is it a voluntary and community sector body. Your Parish Council is the local authority closest to the electorate. A Parish Council is a separate legal, corporate entity. First created by the Local Government Act of 1894 in most rural areas, the current consolidated legislation is that of 1972.

A Parish Council also provides services for the local people. These will range from recreation grounds and play areas, to cemeteries and allotments. What is provided is down to your Council. There is a list of the activities that a Parish Council has the power to provide. Like any statutory body it can only do the things for which the law or any governing document gives a power.

The Parish Council has one particular asset that is extremely valuable – it has the ability to set a Precept, (sum of money), which is collected from all residents through the Council Tax system. With the right to levy a form of taxation come some duties. In particular there is a duty to behave in an ethical manner according to a Code of Conduct (declaring interests and leaving the room when likely to be prejudiced) and a duty to have the annual accounts subjected to audit under the aegis of the Audit Commission.

Training is available and support will be found from colleagues and the Clerk to the Council.
All elected Councillors retire after a four year term, but casual vacancies may well arise in the intervening period. The next full elections will be in May 2013.

To become a Parish Councillor you will need to be 18 or over and a Commonwealth Citizen and satisfy one of the following conditions:

  • be resident within, or live within 4.8 km (3 miles) of the Parish
  • be on the electoral register with an address in the Parish of Breage
  • be employed within, or work within 4.8 km of the Parish of Breage

    Certain people are disqualified from becoming Councillors. You cannot be a candidate if you:

  • work for the Parish or hold paid office under the council which has the vacancy;  or
  • are the subject of a bankruptcy restrictions order or interim order; or
  • have been sentenced to a term of imprisonment of three months or more (including a suspended sentence) without the option of a fine, in the past five years; or
  • have been disqualified under any enactment relating to corrupt or illegal practices.

You may have an issue about finding the time to undertake extra tasks; the council meets on the first Tuesday of each month for two or three hours. You may feel uncertain about the knowledge required to be a Councillor and may feel overawed by those who have done the job for, what may seem to you to be, a long time. The simple question is the key to what is going on and all good Councillors should use the key word – “Why?” on a regular basis. Why not come a meeting to observe? RESIGNATION OF COUNCILLOR – 7 September 2010
Breage Parish Council found it distressing to hear, at the meeting on 7 September 2010, that Mark Phillips has resigned his membership of the Parish Council. The Chairman has reluctantly accepted Cllr Phillip’s resignation.

Mr Phillips has been an extremely hardworking member of Breage Parish Council since 2 September 2008. He had responsibility for the Parish Cemetery and was the Council’s representative at the Breage Allotment Group meetings. He was also a reserve member of the Helston and Lizard Community Network Panel. He has generously supported the Clerk in all aspects of the Cemetery work and has attended the Cornwall Association of Local Councils’ AGMs.

The Council thanks Mark for carrying out his services as a Parish Councillor in a quiet, reassuring manner and giving his thorough attention to Parish Council matters. Parishioners and Councillors alike will miss him.

RESIGNATION OF COUNCILLOR – 18 August 2010

Breage Parish Council was very sad to hear, at the meeting on 19 September, that Barry Nicholls has resigned his membership of the Parish Council for health reasons. He had hoped to continue until the 2013 elections but is sadly not well enough to do this.
Mr Nicholls has been a member of Breage Parish Council since 3 July 2007 and a valued and hardworking member of the Accounts Team who, as such, has diligently checked monthly payments and periodic financial statements and had been so supportive in aiding the Clerk with budget/precept work. His advice and answers to the many questions thrown at him were excellent. His past sterling work is much appreciated.
The Council thanks Barry for his perseverance especially during the last several months when he has been so unwell and hopes that he may now be able to relax, to find rest and gain improvement in his health.

HOUSEHOLDERS IN CORNWALL ARE URGED TO REGISTER NOW TO VOTE IN 2011

25th August 2010

Cornwall Council officials are calling on local people to register now to make sure they can have their say and vote in May 2011 when a referendum is expected to decide whether or not to change the voting system which elects future MPs.

The Council is required to produce a new and accurate list of voters each year which then stays in force for the following twelve months.

Electoral registration forms are being posted around the August bank holiday weekend to all 250,000 households in Cornwall to enable the new electoral register to be compiled. This will then be used as the basis for next year’s referendum.

“The new electoral register will be published on 1 December and only people who are on the register will be able to vote” explained Paul Hamill, Cornwall’s Acting Electoral Services Manager. “It is vital that people complete and return the form as soon as possible so their names can be included on the register and tax payers money can be spent most efficiently.”

The forms contain the details of all the people who are currently registered to vote at that address. If none of the details on the form have changed, the householder can either sign the form and return it in the pre paid envelope provided or register electronically by:

  • Phone
  • Registering online via a website
  • Sending a text message

Further details, including the security code that householders need to quote, are given on the form. Registering electronically is not only the quickest and easiest method, but also helps the Council to save taxpayers money.

If any details on the form have changed, people should cross through the names of anyone who no longer lives at the address, amend any mistakes or add the names of anyone new who is eligible to vote. They then need to sign the form and return it – either in the pre paid envelope or by dropping it into any Council office or one stop shop.

Paul and his team hope that as many people as possible will complete and return their forms as soon as they receive them. Otherwise a reminder will have to be sent out on October 1st to any households who have not yet replied – which will cost the Council additional money.

In addition a team of over 100 canvassers will then visit any households who have still not registered between 29 October and 17 November to help people fill in their forms.

“People are required by law to provide the information which is asked for in the forms” said Paul. “While most people respond quickly, we always have a number of households who do not return their forms. Based on last year’s response we anticipate having to send out around 78,000 reminders and visit around 8,700 homes. If people look out for the forms and respond promptly then they can help to make savings which can go towards other essential services”

AFFORDABLE HOUSING - BREAGE PARISH

The 2009 housing needs survey identified a high level of need in the parish and Breage Parish Council and Cornwall Council have been working together on an innovative and pro-active way to pursue potential sites and are now undertaking a period of community consultation on a number of potential local needs Affordable Housing sites across the parish.

A folder of draft site appraisals and development guidance has been produced for nine sites and will be subject to a month long period of consultation during June 2010. A public consultation event was held at Praa Sands and District Community Centre on 2nd June and a further meeting is to be held at:

CARLEEN VILLAGE HALL, 8th June 2010, 2pm to 8pm.

This is an opportunity for local people to ‘drop in’ and have their say on each site.

There will be other opportunities to comment and the concept statements will be displayed on the Breage PC website, the Cornwall Council website, available at the planning office in Camborne and at various locations within Breage Parish. If Parishioners are unable to attend the consultation meetings they may obtain a questionnaire from the Parish Clerk and view the concept statements for each site from the 3rd to the 7th June in the Parish Rooms. Tuesday, 11th May 2010 - Cornwall Council live webcast

At 10.30am Tuesday 11 May Cornwall Council will webcast the first live Council meeting via the internet. The first meeting to be webcast is the annual meeting when the Chairman and Vice Chairman of the Council will be elected. The Council has agreed to trial webcasting some of its meetings over the next six months to help create a better understanding among members of the public about how the authority works and makes its decisions.

Viewers can either watch the meeting live or watch it later. Please note the archive webcast will be available the following day Wednesday 12 May. You will also be able to see the reports and documents for each agenda item. Results of the Housing Needs Survey

Breage Parish Council met with Mark Broomhead, Senior Planning Officer, Planning Delivery Team West 2 sub-area and Jody Jeffrey, Affordable Housing Officer, Planning Delivery Team West, in December to discuss a summary Mr Jeffrey had made of the results of the recent Housing Needs Survey conducted in the Parish by the Council. Mr Jeffrey thanked all the Councillors who had delivered the survey questionnaires and for returning them to him in such good order.

The Parish Council wish to thank all Parishioners who returned completed survey forms. A total of 263 were returned, a fantastic 22% of those sent out. Only 8% were not in favour of affordable homes in the Parish, indicating strong support for more affordable housing to be built in Breage Parish. The information received showed that there are that are 48 households in housing need with 39 of these wishing to remain in Breage Parish. 21% of these are on the Housing Register. Perhaps those who are seeking affordable housing in Breage Parish and are not on the Housing Register might take this opportunity to enrol.

It was noted that a number of households expressing a housing need had not supplied contact details. This may well be because they do not wish to be contacted but it was thought that perhaps some had not turned to the final page where these details could have been left. If anyone recognises that this has happened to them they may, if they wish, contact the Clerk on 01326 574781, to submit their contact details.

Cllr John Keeling, Chairman said, "The Parish Councillors acknowledge the need for more local housing and recognise the importance of being firmly kept in the loop regarding the future delivery of affordable homes for the people of Breage Parish."

The Council were also informed that people from 28 households have moved away from the Parish in the last five years due to difficulties in finding suitable accommodation. The Council concluded that there is a definite need to provide affordable housing in the Parish and steps will now be taken to contact potential site owners to establish their proposals, to obtain a brief from each site and to find if any of the sites meet the criteria required by Breage Parish Council and Cornwall Council.

At the Parish Council Meeting held on 3 November 2009 Breage Parish Council welcomed two new members: Mr Tony Best, newly elected as Parish Councillor in the October election and Mr Pete Shrimpton who was co-opted as Parish Councillor at the meeting.


The Council congratulations the new Councillors and thanks them for putting themselves forward. The Council now consists of 12 Members, a full complement once more.

Mr Hesketh-Jones has been a member of Breage Parish Council since 5 June 2007 and has worked so diligently, attending many additional meetings and conferences, (often miles away), taking photographs for the website, walking and reporting on many of the Parish footpaths, aiding the Clerk with budget/precept work, producing an Active Partnering submission re: Closed Cemeteries, giving reasons and encouragement for the Council to try for Quality Council status. He was a valued and hardworking member of the Accounts Team, a walking reference ‘library’ who could be asked and who would answer any of the many questions thrown at him. His past sterling work is much appreciated.

The Council thanks Gordon for his perseverance especially during the last few months when he has been so unwell and hopes that he may now be able to relax, to find rest and gain improvement in his health.

STREET LIGHT PROBLEMS IN HIGHER ROAD & SHUTE HILL, BREAGE - 2nd SEPTEMBER 2009

The following is a reply to the numerous queries Breage Parish Council has raised about the lighting situation in Breage village.

Thank you for your e-mail. The issue with the street lighting in Breage is a Western Power Distribution fault. I am aware that these lights have been out for some time now and the main reason for this is that personnel from Western Power did attend the site to replace a fuse. Before leaving, they tested the power and found all to be working sufficiently again. Therefore they left the site and closed the query on their system on 25th August 2009.

It was only yesterday,(1st September) that we became aware these lights were out again. It seems that there is also a fault with the actual cable itself meaning that WPD will need to re-visit the site to investigate the problem further. They are now aware of this and have said they will look into it as soon as possible.

I can fully understand the frustration and discomfort that this situation must be causing to residents and we will keep in regular contact with WPD to apply as much pressure on them as possible until the issue has been resolved’.

There is a list of the activities that a Parish Council has the power to provide. Like any statutory body it can only do the things for which the law or any governing document gives a power.

Breage Parish Council has helped Breage Allotment Group to set up a constitution enabling them to form a committee and obtain funding. It is at present organising a Housing Needs Survey for the Parish and will be involved in Beach Watch 2009, as part of the Marine Conservation Society’s litter survey and clean up at the west end of Praa Sands on 19th September 2009. Over the past two years grants have been awarded to local organisations – Ashton Community Association, Breage Playing Field Committee, Breage Silver Band, Carleen Community Care Centre, Carleen Pantomime Group and Carleen Village Hall - to help in their work for the Community.

The Parish Council has one particular asset that is extremely valuable – it has the ability to set a Precept, (sum of money), which is collected from all residents through the Council Tax system. With the right to levy a form of taxation come some duties. In particular there is a duty to behave in an ethical manner according to a Code of Conduct (declaring interests and leaving the room when likely to be prejudiced) and a duty to have the annual accounts subjected to audit under the aegis of the Audit Commission.

Training is available and support will be found from colleagues and the Clerk to the Council.

All Councillors retire after a four year term, but casual vacancies may well arise in the intervening period. The next full elections will be in May 2013.

You may have an issue about finding the time to undertake these extra tasks; the council meets on the first Tuesday of each month for two or three hours. You may feel uncertain about the knowledge required to be a Councillor and may feel overawed by those who have done the job for, what may seem to you to be, a long time. The simple question is the key to what is going on and all good Councillors should use the key word – “Why?” on a regular basis. Why not come to the meeting on 1st September to observe? You may not wish to stand for election but please use your vote.

RESIGNATION OF COUNCILLOR - 24th JULY 2009

Breage Parish Council was sad to hear, at the meeting on 22 July 2009, that Richard Pryor has resigned his membership of the Parish Council for personal reasons. Mr Pryor has been a member of Breage Parish Council since 6 May 2003 and has served the Council well. His hard work in regard to Streetlighting and the Cemetery has been excellent and much appreciated.

The Council thanks him for his dedication and wishes him well.

New Member - Breage Parish Council

At the Parish Council Meeting held on 2 June 2009, Mr Peter Greenough from Godolphin was co-opted to Breage Parish Council as a Parish Councillor.

The Council welcomes Cllr Greenough and thanks him very much for applying to be co-opted. The Council now consists of 12 Members, a full compliment once more.

Resignation of Councillor

Breage Parish Council was sad to hear, at the meeting on 23 March 2009, that Andrew Le Boeuf has resigned his membership of the Parish Council. The Council wishes him well and thanks him for the work he undertook whilst serving on the Council and for the excellent contact made with Praa Sands.

Spinal Injuries Association - “Hold a Fish and Chip Supper to help spinal cord injured people live full and independent lives.”

Want to eat Fish and Chips, while raising money for charity? Hold a fish and chip supper on Friday 15th May 2009 whilst raising awareness of spinal cord injury and supporting SIA’s information and support services.

You can hold a fish and chip supper in your own home, at work or hold a larger supper at your local community centre.

SIA will provide a fundraising pack containing hints and tips, recipes, invitations and donation envelopes. By inviting 7 friends and asking them to donate an additional £5.00 means you will raise at least £35.00 from your supper but we will also give you additional fundraising ideas to raise even more money for SIA.

In 2009 SIA will celebrate its 35th Anniversary and being that Friday 15 th May 2009 is Spinal Cord Injury awareness day and what a better way to raise funds than eating Fish and Chips and raising money for SIA.

The money raised from the suppers will help the Spinal Injuries Association offer support to individuals who become paralysed and their families, from the moment a spinal injury occurs, and for the rest of their lives by providing services and publications which enable and encourage paralysed people to lead independent lives.

Every year in the UK over 1,000 people ex perience a spinal cord injury and there are an estimated 40,000 spinal cord injured people in the UK alone.

Breage Conservation Area
There is a display in St Breaca Church, Breage at present. This will culminate in a workshop on 3 December in Breage Village Hall to which the public are invited to drop in from 12.30 p.m., on an informal basis, to discuss the draft documents that look to future management. Breage Christmas Lights
will be switched on on Saturday 6 December at 6.30 p.m. starting at Willavean and will be followed by a barbecue and festive disco at Breage Social Club.


Allotments
The Parish Council are looking to rent or purchase a field in Breage Parish so that allotments may be set up.

Breage Parish Council up to full strength

At its August meeting Breage Parish Council co-opted Mr Andrew Le Boeuf of Praa Sands. Andrew is very much welcomed. It is excellent news that Praa Sands now has a Councillor residing there.

At its September meeting the Council co-opted Mr Mark Phillips of Trew. Mark's appointment is also very much welcomed. Mark's knowledge of the Churchyards was put to use at his very first meeting.

These co-options bring the Council to its full number of Members.


Proposed Closure of Ashton Post Office

The following letter was sent by Breage Parish Councillors delegated by the Parish Council to produce an objection in the Consultation Process, to the Director of the Post Office Consultation Team in support of the retention of Breage and Praa Sands Post Offices and in opposition to the closure of Ashton Post Office:


Dear Sir

Post Office Closures, Cornwall

We are writing on behalf of Breage Parish Council that is thoroughly supportive of the retention of Breage and Praa Sands Post Offices, vital and vibrant in Breage Parish, but is totally opposed to the proposed closure of Ashton Post Office.

The Consultation paper has such gross inaccuracies that it is difficult to give any credence to it.

At a meeting held at Ashton Church on Wednesday 13 August, in the presence of the local Member of Parliament, County and District Councillors and two senior officers of Post Office Ltd. the total weakness of the decision making process was exposed mercilessly by local members of the public who had tried unsuccessfully to obtain details of the statistics used.

These had been refused on the spurious grounds of commercial confidentiality!

The officers of Post Office Ltd. had no answer to the detailed criticisms that included:-

a) Godolphin Post Office closed and was demolished several years ago.

b) The distance of 0.9 miles to Breage Post Office on foot is not feasible; this was confirmed by the Police who refused toallow a protest march on Saturday 9 August to travel along the A394, which has no footpath for most of its length, because it was too dangerous.

c) The dates for gathering data could not be given by the Post Office representatives; it was suggested by the meeting that the probable dates were not a true reflection of the regular and seasonal usage of Ashton Post Office.

d) The Post Office suggestion that 90% of the population within 1 mile of Ashton Post Office had access to a motor vehicle was strongly challenged.

e) The meeting was reminded that many of the users of the Post Office come from up to a further mile to the West of Ashton, resulting in a possible journey to Breage Post Office being over 2 miles not the 0.9 mile in the consultation document.

The above detailed observations and disproof of many of the criteria adopted in the decision making, mean that the Parish Council is giving their unanimous and concerted support to Cornwall County Council in their application for a judicial review of the closure programme for Cornwall with a view to getting that proposal reversed.

Even if there is no judicial review, the Parish Council asserts that the above claims confirm its opinion that the proposal to close Ashton Post Office is based on inaccurate grounds and criteria and should be cancelled.

Having listed objections to the proposed closure of Ashton Post Office, Breage Parish Council is of the opinion that the closure of Breage or Praa Sands Post Offices should not be considered as an alternative.

Precept, 2009/2010

The Precept will be discussed at a meeting of the Accounts Team in October in order to prepare recommendations for the consideration of the Parish Council at their November meeting. Various requests have already been received from local groups and organisations. Any further Community requests for consideration should please reach the Clerk by 30 September 2008.
